WHAT'S GOING ON WITH THE NATC PARK? Part II

As a recap… In January 2001, the Township received a public benefit transfer of 243 acres at NATC from the Department of the Interior. This land must be used in perpetuity for public recreation. A $30,000 matching grant from the Keystone Grant program of the Department of Conservation & Natural Resources (DCNR) was used to hire Schoor DePalma Engineering to prepare the Master Site Plan (MSP). Resident volunteers, sport and business representatives formed the MSP Study Group, that assisted the consultant in determining the focus of the park plan.

The MSP Study Group, working with Schoor DePalma and Township staff, has considered such issues as storm water management, utilization of existing facilities, access & egress, preservation of ecological habitat, designation of areas for passive, active, and self-directed recreation, as well as development and funding strategies to bring this process to completion. The members of the Study Group must be commended for their dedication to this project and the time they have spent volunteering. We hope that this plan will be completed by June, 2002 and then the real work of raising funds for development of the park begins.

The property has been posted with "No Trespassing" signs and access will be limited until the Township can address safety measures, develop initial or temporary facilities, and the master site plan is complete. Between August 2001 & mid-April 2002, the Study Group, staff, and consultants have accomplished the following items:

* Development of a vision list for the new park
* Site analysis, demographic study, and parcel opportunities & constraints
* Complete parcel mapping including topographic and storm water mapping of this site and our surrounding park areas
* Capacity analysis of the current sport organization needs
* Key interviews with 25 civic organizations and businesses leaders
* Monitoring of the latest data from the Township Comprehensive Plan survey
* Conceptual plans of the park entrance road
* Public hearing for all recreation providers (Nov 19)
* Scope of work and prepared plans for park access road
* Study Group ranking of recreation facilities and programs
* Survey of park property associated with park entrance drive for base map
* Reviewed 5 preliminary conceptual park models to bring focus to a single final conceptual plan.
* Identified wetland areas and had jurisdiction determined by the Army Corps of Engineers (this may limit development)
* Completed and reviewed plans of the park entrance drive in preparation for submission to Planning Commission for review in May.
* Continued negotiations with Erickson Retirement Communities for contributions toward park improvements.

The Parks and Recreation staff would like to commend all of the volunteer members of the Study Group who put so much time and effort into this process and express its appreciation to past and present members of the Board of Supervisors, Township staff and professionals for their support of this project and all of their efforts to help us bring this longstanding dream closer to reality.

NATC Master Site Park Plan - Preliminary Conceptual Plan

Hot off the drafting board, the sixth and, hopefully, final conceptual drawing has been included in this directory in hopes that more residents will review it and offer comment. The Master Site Plan Study Group has been working many months to develop this plan that tries to meet with needs of the entire community. Although 243 acres is a very large parcel, it was still difficult to meet the needs of every recreation provider that requested space. Key points of this plan, and it's development over the next 20 years, include preserving portions of open space and protecting environmentally sensitive areas, addressing storm water issues, use of infrastructure already in place, creating sport courts and fields to meet the needs of our growing sport groups, and still providing many areas for self-directed and family passive recreation. This plan is available for "full-size" viewing at the WREC.
