WHAT'S GOING ON AT NAWC?
WE'LL TELL YOU!!!

As you know, in January 2001, the Township received possession of 243 acres of property at NATC from the Department of the Interior. This land was transferred from the Navy to the Department of the Interior for a public benefit transfer (worth $14 million) to the Township. We then used a $30,000 matching grant from the Keystone Grant program of the Department of Conservation & Natural Resources (DCNR) to hire consultants, Schoor DePalma Engineering, to prepare the Master Site Plan. A call for volunteers went out and residents and business representatives responded to serve on the Study Group; members of the original 1994 Recreation Coalition were also recruited. The members of the Study Group have already given much time to this project, and their work is just beginning! We appreciate their dedication to this project and the time they have spent volunteering. Issues to be considered in the plan include storm water management, utilization of existing facilities, access & egress, preservation of ecological habitat, designation of areas for passive, active, and self-directed recreation, as well as development and funding strategies. We hope that this plan will be completed by May, 2002 and then the real work of raising funds for development of the park begins. The Township Supervisors, staff, and professional consultants have been working closely with Erickson Retirement Communities (ERC) since June to develop plans for their senior housing complex and our adjacent park, which will benefit everyone in the community. ERC has promised to make significant improvements to this area. In the park, they will be constructing storm water basins or ponds and a park access road, walk and bike trails. The Study Group has also been working with the Planning Commission, who is compiling results of the Township Comprehensive Plan questionnaire that is available via mail or Internet. We invite all residents to participate in this survey - especially the recreation section - so that your comments are acknowledged as we move forward in the planning process.

Although the Township has deemed the property a park, "No Trespassing" signs have been posted and access will be limited until the Township can address safety measures, develop initial or temporary facilities, and the master site plan is completed. The Parks and Recreation staff would like to express its appreciation to past and present members of the Board of Supervisors for their support of this project and all of their efforts to help us bring this longstanding dream closer to reality. Thanks also to Township management, the Township engineers, and the Township solicitor for working with the developer on their commitment to the community.

As of the end of December 2001, the Study Group and consultant have accomplished the following items:

  • Development of a vision list for the new park
  • Site analysis, demographic study, and parcel opportunities & constraints
  • Complete parcel mapping including topographic and stormwater mapping of this site and our surrounding park areas
  • Capacity analysis of the current sport organization needs
  • Key interviews with 25 civic organizations and businesses leaders
  • Monitoring of the latest data from the Township Comprehensive Plan survey
  • Conceptual plans of the park entrance road
  • Public hearing for all recreation providers (Nov 19)
  • Scope of work for park access road
  • Study Group ranking of recreation facilities and programs
