The Warminster Township Police Department is investigating a “Pigeon Drop Scheme” that occurred on 3/5/13 at the Walmart located at 100 East Street Road Warminster Township [Bucks County]. An elderly woman was approached by a black female in her 40s, stocky build, long black hair and wearing a tan jacket, brown pants, scarf, gloves and carrying a hand bag with “District 21” on it. The woman claimed to be an employee of a local bank and used the name “Gale. The woman claimed she found the bag asked the elderly victim if she knew who the bag belonged to. Inside the bag was a large amount of cash. The woman convinced the elderly victim that they could split the money if they could not find the owner. The woman convinced the elderly victim to withdraw $11,000 from her bank account and offered to put the money in the trunk of the elderly woman’s car while she went to her bank to see about splitting the found money. The woman never returned and the elderly victim checked her trunk and the $11,000.00 and handbag were gone. The woman is not associated with any local banks.

The Warminster Township Police are asking that residents be aware of this type of confidence scam as it usually involves a large amount of found money or other valuable object and may involve more than one person. Residents should be skeptical if approached by a stranger about found money and should call 9-1-1 immediately.

On Tuesday afternoon at approximately 4:00 PM Warminster Twp Police officers responded to a domestic disturbance in the 2000 building of the Jefferson on the Creek apartment complex.  The residents were referred to a domestic violence case worker.  At approximately 7:40 PM a second call was received by police reporting shots fired at the same residence.  The responding officers were met by detectives who were in the complex on a non-related investigation and who responded to the area after hearing the gunfire.  As they approached the 2000 building the officers came under heavy fire from the upstairs apartment.  Officers returned fire.

During the course of the exchange of gun fire the downstairs neighbor of the gunman a 90 year old female was struck by gun fire and died of her wounds at the scene.  The Warminster police department wishes to express our deepest sympathies to the family of deceased victim.  Although we have notified the victim’s family she has not been positively identified by the coroner’s office therefore we will not release her name at this time.

The gunman subsequently barricaded himself in the apartment initiating a protracted police response.  After establishing contact with the gunman he surrendered at 2:30AM.  He is identified as Andrew Graham Cairns, W/M 49 years of age a resident of Jefferson on the Creek in Warminster.  He is being held on aggravated assault charges at this time but we anticipate additional charges will be filed.  He will be arraigned later today.

The investigation into this incident is being handled by the Bucks County DA’s office and the Warminster Police Department is cooperating fully in the investigation.  All further information will be coming from the Bucks County DA.
